TITLE OF BILL:  An act to amend the environmental conservation law, in
relation to roadfront core preservation area parcels in the Long Island
Pine Barrens

PURPOSE:  To incorporate amendments adopted by the Central Pine
Barrens Joint Planning and Policy Commission (the "Commission") into the
provisions relating to development in the core preservation area.

SUMMARY OF PROVISIONS:  This bill incorporates the amendments adopted
by the Central Pine Barrens Joint Planning and Policy Commission on
February 21, 2001 into the provisions of the Central Pine Barrens Act
(the "Act") relating to development in the core preservation area.

JUSTIFICATION:  In 1995 the Central Pine Barrens comprehensive land
use plan (the "Plan") provided a list of parcels within the core preser-
vation area which were to be exempted from the provisions of the Act for
the purposes of constructing one single family home on each parcel. In
1996, pursuant to the Plan, the State Legislature approved the necessary
amendments to the Act to allow for said exemptions.  Additional parcels
have been found to qualify for the same exemption.  The Commission
prepared an amended list of parcels and on February 21, 2001 passed a
resolution adding said parcels to the plan.

LEGISLATIVE HISTORY:  New bill.
